Caputo pointed out that in 2019, during the last government shutdown, President Donald Trump signed a law designed to make it clear that furloughed workers would get paid. Caputo notes that the OMB\u2019s new reading of the law is \u201ca major departure from the administration\u2019s own guidance issued\u2026last month.\u201d<\/p>\n<p>Two people familiar with the administration\u2019s plans told Jacob Bogage of the <em>Washington Post<\/em> that officials are hoping the memo will give the Republicans more leverage against Democrats in negotiations over the shutdown.<br \/>\n&#8230;<\/p>\n<p>Polls show that most Americans blame Republicans for the shutdown and that 78% of Americans want to see the premium tax credits\u2014the issue of healthcare costs on which the Democrats are making a stand\u2014extended. That the administration is concerned about the healthcare issue showed in Trump\u2019s statement to reporters yesterday that \u201cwe have a negotiation going on right now with the Democrats that could lead to very good things\u2026with regard to health care.\u201d Senate minority leader Chuck Schumer (D-NY) said \u201cTrump\u2019s claim isn\u2019t true\u2014but if he\u2019s finally ready to work with Democrats, we\u2019ll be at the table.\u201d<\/p>\n<p>Of the threat to withhold back pay for furloughed employees, a senior White House official told Caputo: \u201cOMB is in charge.\u201d<\/p>\n<p>The power being wielded by unelected officials in the Trump administration echoes the conditions of the U.S. government a century ago. &#8230;<br \/>\n&#8230;<\/p>\n<p>In the second Trump administration, the president does not seem especially interested in governance.
